The digital revolution has significantly transformed mental health care, enhancing accessibility and enabling innovative treatment approaches. However, these advancements also present challenges, including setting clear standards for both digital and non-digital services, and addressing concerns over client confidentiality, privacy, and data protection.

To maintain and improve the quality of care, it's essential to focus on clear service standards, effective data management, robust measurement strategies, and the development of digital tools that genuinely enhance treatment outcomes.

In Part I of this two-part webinar series, eMHIC takes a close look at Singapore, Australia, China, and the United Arab Emirates to understand how each is progressing in integrating digital mental health into mainstream care.

Dr Anne-Claire Stona is a public health care physician with extensive experience in mental health policy and planning. She is leading the SingHealth Duke NUS Global Health Institute Global Mental Health workstream. She focuses on establishing networks and platforms to facilitate cross-sharing knowledge and information gathering and synthesis.

She is also vigilant in involving people with lived experience of mental health conditions to design and implement policies, interventions, and training that meet their needs. She works very closely with various stakeholders including healthcare professionals, policymakers, researchers, and innovators in Singapore and the region.

A pharmacist by training with over 30 years of experience, Weng Mooi currently leads in the development of healthy precinct and digital solutions to build up healthy living and mental well-being in the community. Development of healthy precincts involves co-creating tools and initiatives through movement for health with stakeholders including government agencies, business and community leaders and volunteers. She is also co-chairing the Digital Mental Health Implementation workgroup with the Singapore Ministry of Health (MOH) which aims to develop digital mental health plan and initiatives.

She was previously the Chief of Caregiving and Community Mental Health Division in the Agency for Integrated Care. She led a team in the development and implementation of the national plan on caregiving and community mental health. The national masterplan aims to maximise potential of individuals and support aging in place in the community. It achieved this through developing capacity and capability of providers, building integrated networks to enhance care coordination across health and social care. For over 20 years, she served in a variety of leadership roles from Director of Allied Health to Chief Operating Officer in Singapore’s leading mental health tertiary institution and as the Group Chief Operating Officer in a private organisation.

Weng Mooi is passionate and determined to push for the transformation of care (including mental health/dementia care) to be person centric, holistic, and empowering while integrating care with the natural environment.

Chris Boyd-Skinner is Director of Clinical Governance at the Australian Digital Health Agency. He is a practicing registered nurse with over 15 years clinical experience in neuro and trauma intensive care. His current work at the Agency focuses on stewarding the Agency’s Clinical Governance Framework and leading national and international clinical governance in digital health initiatives.

Chris is a consultant to the World Health Organization’s Quality of Care and Patient Safety Office in Athens, Greece and a founding member of the Ethical Assurance of Data-Driven Technologies for Mental Healthcare sub-committee hosted by the IEEE Standards Association and the Alan Turing Institute, London.

Chris holds a Bachelor of Nursing from ACU, post-graduate qualifications in Intensive Care Nursing from the UTAS, a dual Master of International Public Health and Health Management from UNSW and was the recipient of a distinguished Winston Churchill Trust Fellowship in 2022.

His other interests include international public health, mental health policy and legislation, safe and responsible use of AI and patient safety in the delivery of health technologies and digital therapeutics. Chris has previously led national digital health transformation projects for the Australian Commission on Safety and Quality in Health Care including implementation of the National Safety and Quality Digital Mental Health Standards.

Dr. Khulood Alsayegh is a distinguished healthcare leader with over 20 years of clinical and regulatory  expertise across Ireland, the USA, GCC, and UAE. Trained at the Royal College of Surgeons and Harvard  Medical School, she is a multilingual international speaker who shapes transformative healthcare policies. As Head of Clinical Standards & Guidelines at Dubai Health Authority (DHA), she sets  excellence benchmarks for Dubai’s public and private healthcare sectors.

A pioneer in AI ethics, Dr. Alsayegh is the Middle East and Africa’s first certified AI Lead Ethical Assessor  in healthcare and serves on the UAE’s National Committee for AI Regulation. She integrates technology  with precision medicine to redefine care delivery and frequently speaks at global conferences and  universities.

Honored with the Emirati Women Award by H.E. Sheikh Ahmed bin Saeed Al Maktoum and recognized  by the late H.E. Sheikh Hamdan Bin Rashid Al Maktoum, her work drives impactful change. She also  advances healthcare governance as a Research Fellow at Mohamed bin Rashid School of Government.

Dr. Hall is the Founding Director of the Center for Global Health Equity and a tenured Full Professor of Global Public Health at NYU Shanghai, with an affiliation at New York University's School of Global Public Health.

Hall was the inaugural Global Mental Health Fellow of the World Health Organization (WHO) and co-developed new cultural sections for the ICD-11. He helped formulate the WHO's scalable mental health program, including Step-by-Step, a digital intervention he adapted for Overseas Filipino Workers and Chinese young adults. He has also consulted on digital mental health innovations with the Asian Development Bank and the WHO.

His research includes early studies of the African community in Guangzhou, China, exploring social networks, HIV, mental health, and discrimination. His team also conducted the first large-scale studies of transnational Filipino and Indonesian domestic workers, examining social determinants of various health outcomes. He is currently a co-PI on a $1.3 million, five-country grant investigating healthcare barriers for diverse migrant populations.

An authority on public mental health and migration, Hall served as a Commissioner on the Lancet Commission for Mental Health in China, publishing the first review of China’s MHPSS response. He advised on the WHO Future of Mental Health in the Western Pacific Region and now leads the Migration, Displacement, and Climate Change Research Agenda Setting work for the region with the WHO.

Hall has received numerous awards, including the APA Award for Distinguished Contributions to Psychology in the Public Interest. He is an elected Fellow of the American Psychological Association and an inductee into the Delta Omega Honorary Society for Public Health. Hall has co-authored over 340 journal articles and is a Clarivate 1% highly cited researcher. He currently serves as the Editor-in-Chief of Epidemiology and Psychiatric Sciences.
