Dr. Tully is a Harvard-trained clinical psychologist and Vice President of Partnerships & Integrations at Kooth Digital Health. They lead the statewide rollout of Soluna, providing free digital mental health support to Californians ages 13–25, and work to embed it sustainably within education, healthcare, and community systems. 

Over 17 years, Dr. Tully has designed and deployed digital health tools, directed large-scale training programs, and influenced state policy in behavioral health.

Their leadership spans academia, startups, and healthcare systems, bridging clinical governance, digital innovation, and population health strategies to expand access to care.
